From 31 July 2026 the EAEU launches the second stage of navigation seals for cargo tracking under the Agreement of 19 April 2022, whose practical rollout began on 11 February 2026. Source: FCS Russia.
In stage one, seals apply to road and rail shipments of alcohol, tobacco and goods subject to special economic measures (“sanctioned” goods) under customs transit, export and mutual trade among Union members, as well as to road transit of certain high-value (tax-intensive) consignments.
Stage two extends seal tracking to transit road carriage of all goods categories — except cases set by the Eurasian Economic Commission — and to transit rail carriage of certain high-value (tax-intensive) goods.
Seals are affixed by the national operator, Centre for Digital Platforms Development LLC (CRCP), designated by Russian Government Order No. 633-r of 18 March 2023. Controlling authorities decide when seals are required; customs does so for goods under transit and export procedures. Further details are available on the operator’s website.
