FCS Russia: Эксперимент по таможенному мониторингу будет модернизирован

FCS Russia says the “customs monitoring experiment will be modernised”.

The revised model includes simplifications for participants; the Finance Ministry has given conceptual support to FCS proposals.

The circle of eligible organisations may widen: all foreign trade declarants not classified as high-risk could join. Today the pilot covers authorised economic operators, low-risk traders and industrial cluster members.

Lower administrative burden is planned through fewer control events and shorter procedures: less frequent risk-minimisation measures on declared consignments, no post-release customs or document checks for participants, and up to ten working days to process declaration amendments following monitoring.

The draft also envisages relief from administrative liability where undeclared or misdeclared goods are reported voluntarily.

The core principle remains: participants may correct identified discrepancies and their consequences without a formal audit.
