Delegates reviewed 25 agenda items and reported on implementation of decisions taken at the previous session. In the block on harmonised classification under the EAEU HS, they signed seven decisions on specific goods, including glazed curd snacks, wire and cable connectors, dietary supplement raw materials, and portable game consoles.

The collegium updated procedures for handing over accompanied road vehicles carrying goods and related documents between the customs authorities of Belarus, Kazakhstan, Kyrgyzstan, and Russia. It also approved recommendations on uniform criteria for treating individuals as residents of a member state or as foreign persons when personal vehicles with foreign registration are temporarily brought into the Union.

Risk-management measures were agreed separately: cost indicators, the list of high-tax goods, interim results of monitoring declarations against those indicators, and commodity codes for unified risk profiles on classification accuracy. Amendments to Article 330 of the EAEU Customs Code on customs inspections of premises and territories were proposed; FCS Russia is to raise the issue at the EEC Consultative Committee on Customs Regulation.

Following initiatives from the customs services of Armenia and Belarus, the parties formalised exchange of practice on customs value declarations, changes to data in customs declarations after release, containerised multimodal shipments, and control of temporarily imported personal vehicles. A list of departmental methodological guidelines on goods identification for expert examinations was approved.

On the sidelines, Valery Pikalev and Almaz Saliev, head of the Kyrgyz customs service, discussed bilateral cooperation and signed a 2026 cooperation plan. The sides exchanged departmental awards; the next collegium meeting will take place in Kazakhstan.
