A 36-year-old Russian national was checked on the green channel under selective control. Officers found two reptile heads among personal belongings in his baggage.

The traveller said he had bought the items as souvenirs for a private collection and was unaware of declaration and permit requirements.

Expert examination confirmed CITES-regulated derivatives. The goods were seized.

Two administrative cases were opened under Part 1 of Article 16.2 and Article 16.3 of the Code of Administrative Offences (failure to declare and breach of prohibitions and restrictions). The articles provide for fines and confiscation.
