Participants included Finance Minister Anton Siluanov, Federation Council Deputy Chair Nikolai Zhuravlev, Transport Deputy Minister Valentin Ivanov, and representatives of public and veterans’ customs associations.

The finance minister highlighted FCS achievements in 2025 and plans to improve customs administration to support federal budget revenue. FCS head Valery Pikalyov said customs transferred RUB 5.911 trillion to the budget last year — over 99% of the forecast — despite a difficult geopolitical environment.

Work focused on border crossing points along international transport corridors. At the Tagirkent-Kazmalyar pilot checkpoint, officers tested an integrated border crossing system, weigh-in-motion data feeds, automated analysis of inspection images, and paperless pre-notification; results were assessed positively.

The service is developing a digital customs ecosystem, including EAIS TO 2.0, declaration dispatch between electronic declaration centres, criteria for compliant foreign trade participants, and “digital twin” technology in post-release control. Simplifications for authorised economic operators are intended to shorten border crossing times.

Priorities for 2026 include a goods expectation confirmation system, machine-learning risk management, electronic navigation seals, curbing illicit movement of currency and gold, a specialised customs office outside checkpoints, and a 24-hour postal electronic declaration centre. Social support for staff, special military operation participants, and customs officers in border regions will continue.
