An FCS Russia press release summarises criminal and administrative enforcement by customs in 2025.
Customs authorities opened 1,848 criminal cases, including 924 for smuggling of strategic goods and resources and for narcotics, psychotropic and potent substances (Articles 226.1, 228.1, 229.1 and 229.2 of the Criminal Code).
Cases were also opened for evasion of customs duties, currency transactions with forged documents, and illegal movement of cash.
Typical items involved timber, vehicles, drugs, currency and consumer goods.
Administrative proceedings totalled 168,634, mostly against legal entities (72,765).
Under customs rules (Article 16 of the Code of Administrative Offences) there were 106,278 cases, including 71,959 smuggling-related offences (Articles 16.1–16.4).
Common subjects included currency, alcohol, tobacco, plant products, passenger cars, and wood and wood products.
