Fuselages, wing sections, wing panels, rails, keel ridges, landing gear and other parts were imported years earlier by a foreign company.
The airframe kits were placed under inward processing, but the owner failed to complete the required operations and close the procedure on time.
In 2025 Rostov customs opened administrative cases under Article 16.19(3) of the Code of Administrative Offences (failure to complete a customs procedure within the deadline).
Under a court ruling the goods were confiscated for the state and handed to the Defence Ministry for possible use in military transport aviation.
