FCS Russia clarified the situation on the Russian–Kazakh border: crossing points operate normally without queues, and customs does not carry out checks inside border checkpoints that affect vehicle passage.
Mobile teams on main highways near the border conduct selective control of vehicles already inside Russia to prevent illegal imports. When paperwork is complete, a check takes no more than eight minutes.
On 24 October 2025 Presidential Decree No. 778 was issued: until 10 December 2025 road imports from Kazakhstan and Kyrgyzstan are allowed without EAEU status documents or marking, subject to conditions.
Import is permitted if the consignee is a Russian legal entity and the carrier holds a customs notice undertaking to declare the goods. After border crossing, vehicles are escorted to a temporary storage warehouse; goods must be declared with payment of duties by 27 December 2025.
The customs declaration should show code “NVT” in field 7 and, in field 44 under code 09999, decree details and the notice registration number. Customs aims to help compliant business implement the decree so goods can be sold legally on the domestic market.
