Situation on the Russia–Kazakhstan border section

Near the Russian–Kazakhstani border section, mobile customs teams work on routes carrying the main traffic flows, conducting selective control and checks of vehicles that have entered Russia to prevent unlawful movement of goods. Inspections on Russian territory are carried out strictly in accordance with the law; when all documents are in order, a check takes no more than eight minutes.

On 24 October 2025 Presidential Decree No. 778 was issued, allowing until 10 December 2025 the import into Russia by road from Kazakhstan and Kyrgyzstan of goods without documents confirming their EAEU status and without required marking, subject to certain conditions.

Such import is permitted where the consignee is a Russian legal entity and the carrier holds from that entity a simple written notice to the customs authority undertaking to declare the goods in the prescribed manner. In that case there is no liability for the absence of documents confirming EAEU status.

After the vehicle crosses the border, customs officers escort it to a temporary storage warehouse. Consignees must place the goods in temporary storage and declare them in Russia (under the procedure set out in Article 104 of Federal Law No. 289-FZ of 3 August 2018) using a customs declaration with payment of the required customs charges by 27 December 2025.

The customs declaration must be completed taking account of the rules in Section 5 of Customs Union Commission Decision No. 257 of 20 May 2010 on the form of the customs declaration and how to complete it. Field 7 should show the code “NVT” under the classifier of customs declaration features. In field 44 under code 09999, the number and date of the presidential decree and the registration number of the notice assigned by customs should be entered; details for each document go on a new line in the relevant fields without spaces. Information required under paragraphs seven to eleven of subparagraph 7 of paragraph 41.22 of the procedure for completing the declaration (as approved by Commission Decision No. 257 of 20 May 2010) is not stated.

Customs authorities aim to give maximum support to compliant businesses in implementing the presidential decree. Its application will allow goods to be imported and cleared in Russia and then sold on the domestic market on a lawful basis.
