Presidential decree on customs regulation at Russia–Kazakhstan border section

According to an FCS Russia press release, a presidential decree sets out “features of customs regulation on the Russia–Kazakhstan border section”.

Presidential Decree No. 778 of 24 October 2025 allows, until 10 December 2025, road import from Kazakhstan and Kyrgyzstan into Russia of goods without EAEU-status documents or mandatory marking, subject to specified conditions.

Recipients must be Russian legal entities; carriers need a simple written notice to a Russian customs authority from the recipient undertaking to declare the goods. Recipients must deliver goods to a temporary storage warehouse, notify the Ministry of Industry and Trade for marking purposes, mark goods at the warehouse, and complete customs formalities by 27 December.

Imports under this procedure are not treated as breaches of customs or marking obligations under Russian law. The decree took effect on the date of signature.
