An FCS Russia release reports exposure of a “grey” import scheme for “high-value Canadian-made ATVs and buggies”. The vehicles were declared at roughly one quarter of their customs value.
Officers of the Siberian Customs Directorate identified the violation after a mobile team of Samara customs detained 18 new ATVs and buggies near the Russia–Kazakhstan border. Documents claimed they were used goods imported via an EAEU state.
Declared unit prices were under RUB 400,000, while retail prices in Russia start at RUB 2 million.
Preliminary estimates put unpaid customs charges on one shipment at RUB 4.5 million and recycling fees at over RUB 6 million. Signs of currency and tax offences were also recorded. A further inquiry is under way.
